First, we would need to know the year/model of the Mac to figure out if you can update at all - you may not be able to if it's a PowerPC. Second, unfortunately, I do not remember how one was able to reset the password in 10.4 - I believe you needed to use the install disks at that time.
You might get better answers in the 10.4 forum - I'll ask the hosts to move the thread.

If it's running Mac OS X 10.6.8 or earlier, insert a Mac OS X install DVD, restart with the Option key held down, click on it, and use the Reset Password utility.
If it is the Keychain password that needs resetting:

If the computer has a firmware password set, you will need to contact Apple.
