FYI, a Mac has never been a requirement to use an Apple Tv. If you need to restore the Apple Tv, you can do so from a Windows computer that hs itunes installed on it just fine.

Your issue is likely due to your ATV being out of range of your Wi-Fi network, either move your router closer or connect the router via Ethernet to the ATV. Other basic wi-fi issues can be solved by resetting the modem and router and ensuring both have up-to-date firmware. If you don't use an Apple router, refer to the owners manual on how to maintain both devices.
