Q: iMatch & Make Available Offline not working

Lost sleep, lost sanity, losing faith here !! Years ago, I swore that iTunes was the best thing that happened !!! Then I started maintaining playlists across multiple devices and quite often those playlists were out of sync. Then along came iTunes Match. In a heartbeat I subscribed to it, and as expected, my playlists were all sync'ed on all devices. I did not have to tell a device to make songs available offline, it was just there.

Fast forward to today, and now it get's complicated for both casual and advanced users. iTunes Match disappeared and renamed to iCloud Music Library, fine, so long as it does the same thing, don't care what you call it.

But now, it is not doing the same thing anymore. And I found this out the hard way while at a wedding. Go to my playlists, and the majority of my songs are no longer showing up, either the titles are gone, or the titles are there but grey'ed out. That really ****** me off. So had to work with a limited number of songs locally. Yes I could have connected to my phone's data, but did not want to stream music, wanted it local.

Got home, and found out online that now we have to tell Music on the iPad if we want the playlists to be Available Offline. Fine, a couple of clicks more. EXCEPT, whoever designed this feature truly must have been a new grad, come on Apple, seriously !! I click on Make Available Offline from the ... menu. First mistake, I have no clue if that option worked or was doing anything. Go back to that ... option, and Make Available Offline still available as a choice (should not be). Furthermore, there should be some sort of download indicator next to my songs, showing me that they are being pulled in from somewhere, and being stored to my device, but nope, no such indicator.

Worst part now, I turn off my Wi-Fi to see if my songs are locally stored, nope, not there. I have done everything that everyone else has been doing, turn off and on iCloud Music Library, log out and in from my Apple account, and then turn back on the option. Have done it all, and still nothing. The only playlist that looks solid is the one on my home PC, and prior to this crap upgrade to iCloud Music Library and I am guessing the introduction of Apple Music, everything was working fine, including iTunes Match.

Guys, all I want is my music available local on every device, especially my iPad. How can I make that happen, and with iMatch in order to match my playlists on my master PC at home.

Thanks and frustrated !!

Forgot to mention one more thing, which might be the major issue that is causing all of this. I cannot get iCloud Music Library to remain switched on in my iPad. If I exit Settings and go back into it, the option is switched off over and over again, no matter how many times I turn it back on. I am guessing that I will need this option to remain on, in order for local copies of music to be downloaded (I hope).
