Although it might work, charging with an iPad charger won't necessarily speed up charging as the limitation lies in the watch's ability to receive power. you're always free to try it but don't expect big differences and don't worry, it is completely safe.

An iPad charger is the only charger I've ever used with my Apple Watch (it was the only spare charger I had lying around). Never had a problem. So, YES, it does work.
The error message your getting indicates something is wrong, either with your cable, your charger or your watch. I would start by resetting the watch. If that fails, see if you can borrow another charging cable to test.
