Q: Up Arrow Acting Odd

My up arrow key has been acting strangely ever since I upgraded to OS X 10.9.5. While in the Finder, if I am using my arrows to tab through items within a folder, the down arrow works normally, but the up arrow will only go automatically to the very first item in the folder, instead of the item just above the currently selected item. In Photoshop, the up arrow toggles my Color Libraries on and off. In InDesign, the up arrow toggles my Color tab on and off as well as colorizes any text box I have selected. But it only happens with text boxes, not objects or plain boxes. In Illustrator, the up arrow moves the selected object like it is supposed to, but it also toggles my Color Picker and Swatches on and off. I thought it might have to do with the Keyboard and Shortcuts, but after changing, disabling, etc., the problem still persists.

Any idea how to fix this?
