Then plug the ATV and record the values for me.. I need to see IP, gateway and DNS numbers.
You have not told us what router you are using.. make and model please?
Screenshots of its setup could also help. Is the ethernet direct to the router or via wall plates or something else??
Always move the device that doesn't work to the location of one that does.. and visa versa to determine if there is some in cords, or signal or whatever.
Certainly if you run a non-apple router I want to know lots more.

Subnet Mask: N/A
Router: N/A
Configure DNS: Automatic
DNS: N/A
ALso does not work using Ethernet cable.

There are multiple issues when using networks.. i think something is setup wrongly but I cannot tell you without seeing the in place numbers.

Click edit then the internet and network tab..
Get those values perhaps by photo from TV screen if your apple TV is refusing to connect so I can see those numbers.
