If your iPhone is randomly dialing people in your contact list, try the following:
1) Enable Siri on your iPhone - from the Home screen tap Settings > General > Siri. Tap the switch so that Siri is enabled (green). Turning Siri on disables Voice Over.

Note: Voice Control and Voice Control settings aren’t available when Siri is turned on.
2) Turn Siri off when screen is locked
- From the Home screen tap Settings > Passcode
- Enter a Passcode (or create one)
- In the section "Allow Access When Locked," disable Siri (button is white)
3) Turn Voice Dial "off" (button is white)

Prevent access to Siri when iPhone is locked. Go to Settings > Touch ID & Passcode (iPhone models with Touch ID) or Settings > Passcode (other models). You can also disable Siri by turning on restrictions. See Restrictions.
If changing these settings does not resolve your issue, please reply with additional information and we'll delve into this further.

Sep 15, 2015 4:27 PM in response to judysingsby lizzards8,Thank you so much for your replies, but the I4 doesn't have Siri capability. I have been to the Apple store and they didn't know how to turn the Voice Control off (which is different from the Voice Over). I went to a "phone repair" shop and they think it's something with the home button sticking and wanted to charge me $69 to "unstick" the home button. Also been to the Verizon store and they have no idea, either. Someone out there must know!
