Heart rate zone feedback is not currently a feature of the Workout app.
However, watchOS 2 (the software update for Apple Watch that is released on 16 September) enables third-party apps to use watch features including the heart rate sensor, Taptic Engine and speaker - so it is possible that such features may soon become available. Apple has already disclosed, for example, that "Strava uses the heart rate sensor to gather and display data during workouts".

To install watchOS 2 (via the Apple Watch app on your iPhone), you will first need to upgrade your iPhone software to iOS 9, which is released on the same day.

You might be better served, at this point, with a dedicated running watch. I've used ones by Garmin (most recently the 620) that work very well. They have all of the features you need, including alarms at various heart rates. There is an app for the phone that syncs with Health and a very detailed website that makes it fairly easy to share data with a coach. The mapping is, in my opinion, more accurate than what you get using an iPhone. The heart rate strap for the 620 also gives you information such as smoothness and cadence.
If buying an entirely separate running watch is out of the question, you might try seeing if there are apps that will let you set an alarm at a particular heart rate and buying a heart rate strap such as Wahoo's TickerX.
I love my Apple Watch and, for the running I'm doing now, it works fine. But, If I were training seriously again, like for another half marathon, I'd be using my Garmin. The Apple Watch just isn't there yet, in my opinion.
I'm glad my coach doesn't make me try to keep my heart rate that low! I'd have to give up running entirely and stick to walking (I'm 53).
