Q: iPhone Upgrade Program

Is there an Iphone Upgrade program for Iphones that are bought UNLOCKED ( FULL PRICE ) with no carrier ?

If not why not implement one ?

An excellent description of the iPhone upgrade program is given in Phil's user tip: https://discussions.apple.com/docs/DOC-8742 and note that the program will cover unlocked, carrier-free iPhone 6S and 6S+ models to start.
