1. Install icloud control panel on Windows
Set up and use iCloud for Windows - Apple Support
2. Place those photos in photostream there may be a limit of 1000 for a month.
iCloud: Add photos to My Photo Stream
3. They will upload to icloud server and download to your phone.
4. Once they show up in photostream on your phone you can view and edit to a certain extent.

Apple didn't intend Photostream as permanent feature, so every time you sign out of icloud or restore from backup = they will be gone.

I may have use for that in the future but I'm looking for a more permanent solution. to make my question more complicated I would love it if my wife and I had a way for our photos to upload to the same icloud photo album. just yesterday I stumbled upon the ability to upload photos to my iCloud account on my PC. In some ways this takes care of my original question, I just don't have a way to have my wife and I automatically see each other's photos without being logged in to the same iCloud account on our phones which creates other problems. This may be all Apple has as options at the moment.

You can try photos under family sharing, but if you want automatic, you d have to go with same account.
