The ONLY thing that we didn't do was go back before IOS 9. Apple......are YOU listening?????

In the "just like new" state all of the apps had their cellular data turned on, but if I turned one off it would remain off and I was not able to turn it on again. I didn't want to completely set up my iPad again, so I restored from backup and the problem remains exactly as Charlenii13 describes it.
I have AppleCare so had a chat with Apple support. Tried everything the tech told me to try but nothing worked. She said she will follow up on the problem and call me tomorrow.

Anything that I had turned off data wise on ios8 will not come on for iOS 9. Fortunately, second party maps apps work because this has affected my maps, as well as App Store and iTunes store. Did everything tech support suggested. Suppose we need to wait for iOS 9.1 or whatever. I'm irritated. I have a 6+

Mine is Iphone 5s 16GB
Mobile data is an important feature and should work. My Whatsapp is not working on Mobile data.
-A clean restore also can't help!
-Apps like Google Maps,Whatsapp, Safari not working at all with Mobile data.(2G or 3G)
-Toggle switches off automatically though you turn it on.
Something has suggested putting WAP in username and password of Mobile network options which did not work either.
APPLE PLEASE FIX THIS ASAP

It doesn't sound like your issue is the same issue we all are experiencing in this discussion. Go to Settings > Cellular > Use Cellular Data For: (scroll down). When an app is toggled on, it will not stay on.

Sep 20, 2015 8:32 AM in response to robrobedinby cprestonw,Problem: Go to Settings > Cellular > Use Cellular Data For: (scroll down). When an app is toggled on, it will not stay on. I have tried turn off/on, hard-reset (hold home + sleep button), reset all settings, reset network settings, restore iPhone from previous backup, and also restore iPhone to new and then restore from previous backup. It didn't work.
However, prior to restoring from backup after resetting the iPhone as new, it DID work. I could toggle cellular on/off for all apps. It apparently something to do with the previous backup. If you are willing to restore the iPhone as new and then manually download everything fresh vs. restoring the previous backup, it might work, but as previously mentioned, this is the hard way. There has to be a way to fix this--Apple?

I'm just wondering because when I did the clean reset I found that all the toggles were green, but once I toggled one to off it stayed off and I was not able to turn it on again. Just curious.

To Summarise
Resetting the Settings - Does Not WOrk
Restoring from Backup - Does Not Work
Completely Wiping - Partially working, not a permanent Fix and also not an option for many

How nice for APPLE that the new NEWS app works on cellular but nothing I WANT to work does.
Shame on you APPLE for being so negligent.
