Tried this on my iPhone 4s and it did not work. It would not go into restore mode after pushing buttons as directed . Just kept returning to slide screen. I have tried clicking on restore from the iTunes software. The software tells instructs me to turn of the find me phone locator before I can proceed. Since the phone is locked up I am unable to access this function. So far nothing has worked.

FWIW, it must be upgrade path or upgrade method dependent.  I just upgraded my iPhone 5S

today and did not even see this "Slide to Upgrade" at any point.  I upgraded from

iOS 8.4.1.  I used iTunes 12.3 to do the update.  However, my whole process was as follows:

    1.  Before updating/upgrading iPhone or iTunes, I updated all my apps on my iPhone to the latest

versions (AppStore update suddenly showed a ton of them this morning).

    2.  I then synced my iPhone to iTunes on my Mac via USB (declining the upgrade to iOS9 at this point).

    3.  When complete, I deleted all trashed mail (not sure it does anything than just clean things up),

closed all running apps, and then did a full power down restart.   The restart basically will clear

out any "flotsam and jetsam" hanging about.

    4.  I then updated iTunes to the latest version.

    5.  I then plugged in my iPhone and when prompted with the iOS9 upgrade options I chose download only.

    6.  When the download completed, as a precaution I again synced and did a backup.

    7.  After this, I then clicked the Upgrade button in the iPhone info pane.

    8.  Waited until all was complete.  This is where some things should be a bit more explicitly displayed

in iTunes or on the iPhone as there were a couple "no action" periods where it seemed maybe

things were stuck or hung.  However, a little patience and things would go to the next step (at

no time was the wait more than a minute or two during those periods).

Once again, no where in this process did I ever see a "Slide to upgrade" screen.

I have pretty much followed this procedure for every upgrade since iOS4 and have never had any

    issues.

Concern fixed but had to restore. Connect to ITunes while pushing both buttons to force reset. Then iTunes offers to update (did not work) or restore (did work at third attempt). At setup, I denied localisation and passcode setup. I have now a 'new' iPad under ios9 and all data lost....

    >1. Begin "Force Restart" (Hold Sleep/Wake button and Home button) until the phone began to power down.

    >2. When the phone begins to power down, Release the Sleep/Wake button while continuing to hold the Home button while connecting the USB cord to the computer.

    >3. Continue holding the hold button while connected to the computer until customer is prompted on computer to: UPDATE OR RESTORE

    >4. When this option pops up click RESTORE

    >5. The phone will come on to the activation screen and there the customer can choose the backup desired

Connect the device to iTunes. Make sure you've got the latest version of iTunes. Hold the power button and the home button for 10 seconds. After that 10 seconds, let go of the power button but keep holding the home button until you see a message pop up in iTunes saying "A device has been detected in recovery mode". hit okay and then restore. After it restores the phone, make sure you set the device up as new. DONT RESTORE FROM YOUR ICLOUD BACKUP! If you've got an iTunes backup you can use that. After that, everything should be normal

The fact that Apples solution to this is to restore your iphone then hope you have a backup is complete ******** to be honest. I've been a loyal apple customer for 5+ years, when apple realeased any new phones or gadgets I bought them and now to be stuck with a bricked phone and no help is unfair. I'm so frustrated I am on the verge of never buying another Apple product and telling many of my friends not to. Apple needs to get this together.

Part of joej3000 "convoluted" system worked for my 4s which had been frozen for two days after downloading iOS9 on wifi.

    1. I followed all Joe's steps and tried to restore from backup but kept hitting the slide to upgrade wall.

    2. I had to restart Joe's steps and set up as new phone. During this, I did not enable passcode or location services. Also, prior to starting, I removed phone Find My IPhone using iCloud. It was working! I had the new iOS (who cares now) and I could see voicemail though everything else was lost.

    3. Got big-eyed and foolishly tried to then restore phone from a month-old backup which sent me into an endless loop of progress bar and error messages.

    4. Gave up and re-did Joe's steps and just set up as new phone.

I have no contacts/notes/etc but at least I have a phone. If you can get to the restore screen using Joe's steps, just set up as new phone and cut your losses.

The process above took four hours.

Thanks- now at least ob 8.4.1 and running. I'll try further upgrading to 9 later. It's my daughter's phone, wasn't upgraded from 7 to 8 because of lack of space on the 16MB, so I guess many users on 7 will now jump to the smaller 9.

And it seems that this bug was easy to sneak in, beta testers are advanced users by definition, so most probably had 8 before and were not stuck back on 7...

Let's  expect a quick Apple's fix- your astute diagnosis may help them to focus on the problem.

    Thanks again!

Thank you! This was the only was I could get my phone to function as something greater than brick. Sadly lost all my data, but at least it's working now.. worst Apple bug ever, I'm seriously disappointed in the company.

Hello. This worked for me. Ipad 4´th gen. All app data/content intact.

Download IOS 8.4.1 for your iPhone or iPad from this site --> https://ipsw.me/8.4.1

    (thanks harpreet0singh)

Connect your device normally to Itunes

Hold down the Option (Mac) or Shift (Windows) and and then click UPDATE.

Find IOS 8.4.1 and choose that version.

Your device should now install said version. All data and content apps etc. is not effected.

    Your device is working normally.

Make a security copy and proceed to update to IOS9 ..... if you´re feeling brave- Im not!  I´ll hold on a little while longer.

    Regards

    Pale 1

If you have a passcode a simple restore will not work.

Make sure you have a backup on iTunes or iCloud for a later date because for some reason iCloud backups are looping back to the slide to upgrade screen.

Make sure your device is turned off.

Hold down home button while connecting device to computer and don't let go until you see the red iTunes logo

Message pops up on iTunes "iTunes has discovered a device in recovery mode" Select Restore>Update & Restore

Once its complete IF YOU CHOOSE when it asks

1.)set up as new, 2.) Restore from iCloud backup/ 3.) Restore from iTunes backup ONLY do iTunes backup iCloud backup is not working currently.

If you only have iCloud backups set up as new and make sure your settings>iCloud is signed in and you should atleast be able to get your contacts and photos until a later date.
