Following activities don't help:

1.) Restarting.
2.) Resetting Network setting?
3) Turing cellular data off and on again.

as being suggested in some links.

I mean a 1000 dollar device is rendered useless I cannot enable my apps and use them. @Apple you kindly provide a solution.

Please upgrade to iOS 9.0.2. Problem is solved.
