Does Photos work ok if you do not engage iCloud Photo Library?

Something has to happen what does happen? Did you hold the keys down until the repair window appeared?

Sep 20, 2015 4:09 PM in response to fpatby fpat,Now, five minutes later, the Photos window opens and wants me to "Get Started." I click that call to action, and then it suggests I "Use iCloud Photo Library." I try to click "Not now," and nothing happens. If I do click "Use iCloud Photo Library," nothing happens except Photos refuses to close while it's "creating a library" (though nothing is happening).
