Sep 20, 2015 8:00 PM in response to oldmxgolferby gail from maine,Try going in to Settings>iCloud scroll down to the Find My iPhone app and turn it off. It will ask for a password.
If you do not have Find My iPhone turned on, the it is possible that you have Restrictions turned on and it is asking for your Restrictions password.
What is the exact wording of the message you are getting?

Thanks for responding so quickly. I went into Setting>iCloud and I turned my 'Find My iPad' off and an Apple ID Password pop-up appeared. I typed in my password and the pop-up just wobbled. When trying to 'ERASE ALL CONTENT and SETTINGS' it is also an Apple ID Password pop-up and the wording for this Apple ID Password pop-up is "Enter your Apple ID password to erase this iPad and remove it from your account and then it shows my Apple ID username. How would I turn off the Restrictions?

However, you did not answer the question about what the exact message asking for your password is saying.

A wobble indicates an incorrect response. You say you entered a correct password, but a wobble contradicts this. Passwords are case sensitive - be sure to check that. Hopefully you do not share your Apple ID, but if you do, make sure nobody else changed the password.

My Restrictions were turned off. The exact message that is asking for the password is what I indicated in my last response. It is a pop-up that has "Apple ID Password" and the top of the pop-up and under that it reads "Enter your Apple ID password to erase this iPad and remove it from your account" and then it shows my Apple ID username. When I enter my correct password and hit either the 'ERASE' button or the 'RETURN' key on the keyboard the pop-up just wobbles and that's it.

If I get on my PC and get on the Internet and go the the Apple website to the Apple ID login I can type the exact same password and it logs in. I even tried typing my password in the Notepad app (so I could see what I'm typing) and then copy and pasted it into the password box and it still just wobbles. When I was using a previous IOS 8 version it had no problem accepting the password. Is there a way to go back to the previous IOS 8?

You might try resetting your iPad. Hold the on/off and home screens together for about 10 seconds until the Apple logo appears. Then try again.

Sep 20, 2015 11:30 PM in response to oldmxgolferby gail from maine,Try going to iCloud.com and sign on with you Apple ID. Click on Find My iPhone app and then click on the iPad in the device list. Once selected, click Erase, then after it is erased, click on Remove to remove it from the iCloud account.
Once you do that, you will be able to proceed with your restore.

Thanks for all of your help. I had been using the same routine to 'ERASE ALL CONTENT and SETTINGS' as I had before when I was using the previous IOS 8 on my iPad which didn't require me to log-in to Apple ID, just my four digit security code. After reading the last reply from 'gail from maine' I tried to browse to iCloud.com and realized that my old cleaning routine had disconnected my WiFi, thus my Apple ID password wasn't making a connection to Apple ID. Was my issue as bad as someone calling into customer service because their computer won't turn on and it was because their computer wasn't plugged in?

It turns out that your solution indirectly solved my issues (well at least with my iPad). If you read my response to 'sberman' you may find that I should be restricted from using any kind of computer. Thanks for all of your help.

I don't really follow how this could happen (how your "old cleaning routine" could disconnect your WiFi and you subsequently not get asked to reconnect to WiFi), but that's OK. I don't need to understand. As long as you fixed it, all's well.
