Q: Upgraded Ipad Mini 2 to ios9, got the Slide to Upgrade glitch, connected to itunes & restored from backup as directed multiple times but it continues to restart back at the Slide to Upgrade problem. Help?

I upgraded my ipad mini 2 to the new ios9 update & it froze at the slide to upgrade screen. Apparently I should've looked it up before I did because it's a major issue and not any solutions. I connected it to itunes and restored from backup like it says on the apple site or any other website, but once it's done restoring, it shuts off & opens with the slide to set up screen and me having to enter my passcode. After that I connect to my wifi and it goes straight to the slide to upgrade glitch. I've been trying to restore it over & over but nothing seems to stop it from going back to square one. Will the new ios9 update to fix this bug solve my problem? Or should I call apple? Any suggestions?

      I've tried upgrading and restoring several times via iTunes and it still gets stuck on the slide to upgrade. An Apple advisor told me there's nothing more I can try and have to wait until iOS 9.1 is released but they've no idea when this will be!
