You need OS X to download Yosemite from the on-line App Store (cannot be done from Windows).
If you have the Yosemite Installer, you need OS X running to install Yosemite, or you need OS X to run DIskMaker X
to create a bootable Yosemite USB installer.
You could backup your Windows system, then see if the Recovery partition still exists, then see if you can download over the net your factory version of OS X (Boot holding Commnad-R).
If you do not have a Recovery partition, then you can try for a network boot holding Command-Option-R and boot from Apple's recovery servers.

If you have a friend with a Mac, you could use their Mac to login to your Apple account (not theirs or the OS will be signed with their Apple ID), download Yosemite, then use DiskMaker X to create a USB installer, or just install Yosemite onto your external drive using their system, then take it home and boot your Mac. Again, use your own Apple ID when logging into the App Store to download Yosemite so it will be signed with your Apple ID.
