Solved: Problem was it was not recognized under the Device Manager (Universal Serial Bus controllers). Followed the steps under "If the Apple Mobile Device USB Driver is not listed" in iPhone, iPad, or iPod not recognized in iTunes for Windows - Apple Support and sure enough it worked.

I also tried all of the suggestions in that link and the problem persists. I suspect this is a different issue.

Sep 21, 2015 1:14 AM in response to TomMorusby TomMorus,On another machine (NOT surface, a noname configured desktop machine running Windows 10) with a previous version of iTunes (12.1.xx) I could (no surprise) connect my iPhone with iOS 8.4 without any problems and was also able to update it to iOS 9. After that, iTunes complained that it needed the latest version to connnect to my upgraded iPhone. I did and expected the same problem as on my Surrface. However, it connected flawlessly to my upgraded iPhone. Now I went back to the Surface, trying to connect to the iOS 9 iPhone. Guess what? The problem remains. So there is a problem Apple not recognizing a Microsoft manufactured notebook ....
Maybe Apple should remove this line from code:-)

do weird stuff, e.g. dont connect;to an iOS device;
}
But we dont have to wait as bipi.goku had the solution, and it worked well! However, this is tthe tedious kind of stuff, computers are usually quite good at. I doubt that this procedure would be a feasible way to o for less technical Windows users or even Mac users ...

Sep 21, 2015 1:46 AM in response to TomMorusby TomMorus,Well, before getting to euphoric: the upgrade of either iOS.8.4 to 9.0 or iTunes erased almost all of my music on the iPhone and the media library in iTunes only has 12 songs to offer (of a few thousands, including lots of music whoch is definitely not on the Apple servers)!-(

I have uninstalled and reinstalled iTunes many times!!! I refuse to reinstall Windows. Everything was working until this latest iTunes update.

Sep 21, 2015 11:55 AM in response to drjunkby sheryltoo,I was able to sync my itouch before this latest iTunes update. I'm using a Windows 10 computer and it sees my itouch but iTunes doesn't. I tired using a different usb port but that didn't help.
Is there any way to revert back to the last version of iTunes?

Sep 22, 2015 3:13 AM in response to sheryltooby Jondalar69,Followed the steps on this page: Remove and reinstall iTunes and related software components for Windows Vista, Windows 7, or Windows 8 - Apple Support to completely remove ALL Apple software, reinstalled iTunes and now iPad etc are recognized via USB.
