Thanks for the question. If I understand correctly, the News app is not refreshing. The message suggests it may be a network issue. I would recommend that you read these articles, they may be helpful in troubleshooting your issue.

Sep 22, 2015 5:33 PM in response to zanneQuby Brianb07,I am having the same problem. News app seems to refresh on wi-fi only. This is very disappointing. I was on a chat with an Apple Support Specialist this evening and am hoping he will escalate this issue. I've verified that Cellular and BAR are on in Settings>News, verified that Cellular is turned on in Settings>Cellular>News, closed and reopened the News App, did a normal iPhone restart and a force restart, finally reset network settings. Nothing is working. I am also getting the same message when I try to add new feeds or favorites when I am not on wi-fi.

Sep 28, 2015 12:57 PM in response to zanneQuby topperdog,Same here. Works on WiFi, but cellular updates and refreshes tell me there is an error connecting to teh Apple server. Hasn't worked since day 1. I would delete the non functioning App, but you know, I can't.
To another poster above, the problem is NOT with network settings for WiFi. it is that the News App will not work over cellular 3G or LTE. There is no reset button for that. Apple techs don't know what to say about it. There is not a fix for it.

Please follow instructions in that article. Essentially you need to turn on cellular data under iCloud Drive.

Sep 28, 2015 2:47 PM in response to Longhorn Lumbooby topperdog,Never enabled iCloud Drive and don't plan to. I have cellular enabled for News in settings. I would rather delete the app than turn on iCloud Drive. Is iCloud Drive being turned on a requirement for the news app? It isn't for any other Apple App on the iOS platform.
