Q: I took a 45 minute brisk walk and the Exercise ring did not record anything.
Exercise ring failed to register a 45 minute brisk walk. the other rings are functioning properly.

This seems to be a bug based on a general calibration in the watch. I have/had the same issue - a brisk walk with a very elevated heart rate (hills etc.) - did not register as exercise though it did register as many movement calories. I am a big unfit guy on a get fit regime and over time I have been able to increase my walking speed on my workouts and low and behold, I now get about 50-75% of my walking minutes registered as exercise on the green ring. My stationery bike sessions have always been 90-100% registered.
It seems to me that this is a simple case of the Watch requiring a minimum speed to count as a brisk walk regardless of HR elevation. This is an issue for less fit people where they are (as I was) getting a "good" walking workout but not moving fast enough to count for the exercise ring. My unscientific research suggests that a pace above 3mph (<20 minute mile pace) is required for rolling the green ring for a walking workout.
A month into daily cardio workouts and my speed/pace is up and HR for an equivalent workout is down. Thanks Watch...
