I am able to add my iPad and make wifi calls with my iPhone turned off, but my Apple Watch will not allow it.
In fact just to take it one step further I unpaired my watch. When I did that my Apple Watch appeared in "Allow Calls on Other Devices".
As soon as I paired it, the watch went away. The watch is on Watch OS 2 and my iPhone is on iOS 9

It shows in my icloud but not on my phone in devices. I may try to unpair and pair again and see. Thx

And I have T-Mobile too.

So it works. Now my question is if my watch is paired with my headset, then why does the audio come out of the watch?

The watch pairs with it and it will play stored music to it, but it won't run the call to it. Only options that I could find were answer on the watch or send to phone. And no, the watch still does not show on the phone as an option to add, but it work with the phone off and on wifi by itself so that works for me
