No - but they can load their accounts with gift or store credit. This will be used first, including for partial payment if the balance is not sufficient to completely cover the cost of a purchase.
Otherwise, all payments (including any part balances not covered by credit) will be billed to the organiser's account.

It seems that users inside family use their itunes credit before pay with family organizer cc, but is the iCloud storage subscription paid with their itunes credit (if present) insted of credit card?
without a familty, itunes credit is normally used to also pay iCloud subscrition as well as Apple music, for example.
Does anyone know the answer?
