Found this thread searching for a fix for the same problem. I have both an iPhone6 and iPhone6+ and upgraded both to iOS 9 a few days ago.
SETTINGS-->CELLULAR-->USE CELLULAR DATA FOR:
(Apple apps such as Mail, Numbers, Keynote, etc do not "keep" configuration changes to "turn on")
I only have this problem on the iPhone6 and all is OK on the iPhone6+...
I think this is related to the settings above before the iOS upgrade.
Hmmmm
Hope Apple fixes this soon and I have to turn on WIFI to send and receive Mail with the Apple Mail app.

Can somebody help to figure out how to resolve this? Or is this really the result of updating the ios to 9? Please Help me!! This make me sick!

Sep 22, 2015 12:09 PM in response to jbb0814by MattRance,This really is a result of iOS 9 upgrade I am afraid... I have spoken with Apple Support and they are aware of it and say that it will be resolved in the next iOS release.... Sadly no date have been provided as to when that will be.

Sep 22, 2015 1:53 PM in response to robrobedinby rochellelynn,my problem with this is strictly with Spotify. I can toggle data for all other apps. Tried resting phone, deleting and reinstalling the app. nothing works. gotta love upgrades!

He says that the problem is now well reported, that it's a known issue they are working on and that there should be a fix soon. No timetable given. Also, as noted in this thread, advised that a restore can help alleviate the problem if you can manage losing the data accumulated since last backup.
I'll be waiting for the fix. The apps I had on cellular data are the most crucial and can't afford to lose data.

Sep 22, 2015 6:58 PM in response to robrobedinby netrox,I have this exact problem with a few apps, not all apps on my iPhone 6 with iOS 9. It's weird and I don't see why it would just automatically toggle back when I leave Settings. I am trying to figure out the possible scenarios that would have caused them to toggle back to original states but I couldn't. I tried restarting and it didn't work. I tried several ways to turn cell on for Facebook and it kept turning off every time i exit Settings.
Definitely poor programming on that one. It should never revert back to original state if it showed a toggle feedback. It's like flipping a light switch and it turns off itself when you get in the room.

I would turn off cellular data for apps of and on all the time but the ones that were switched off when I updated won't turn on now. It ***** and I see a lot of iPhone users having this problem after the new update. I definitely wont be resetting my phone. Apple needs to fix it ASAP

i tried twice followed by Apple service instruction. still the same. They never admitted its a bug, just keep telling me your third party apps caused a system crash. cunning excuse

Sep 23, 2015 2:54 AM in response to Leo JIAby carlosfpardo,Hi everyone, I had the problem and you can fix it by downgrading to ios8 (do a local backup first!), I followed the instructions here: http://www.phonearena.com/news/How-to-downgrade-your-iPhone-or-iPad-from-iOS-9-t o-iOS-8.4.1_id73875 (please note: step 4 may be wrong, I entered DFU with the instructions in https://www.theiphonewiki.com/wiki/DFU_Mode but the rest is ok). I hope it helps! None of the other tips worked, and I guess we'll have to wait until Apple releases a real fix to ios9 to update!
