To navigate through your iPhone while VoiceOver is enabled you single tap on a area to select it and then double tap to enter that selection. In the case of your iPhone’s passcode, you would single tap on the first number of the passcode to select it and then double tap it to enter that selection. More information can be found in the VoiceOver section of the iOS 9 User Guide.
Some feel that an easier way to disable this feature would be to use iTunes. These steps can be found in the attached article below.

- Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
- In iTunes, select your device.
- From the Summary pane, click > Configure Universal Access in the Options section at the bottom.
- Select the feature you would like to use and click OK.

Sep 23, 2015 8:16 AM in response to gail from maineby m hfromdidcot,thank you but nothing worked so I contacted Apple support - this is an issue from the latest ios 9 update which they say causes a lot of problems, I had to return my phone to as new status and use my backup, took a couple of hours with their help over the phone
