    Hi m hfromdidcot,

Thank you for taking the time to become a member of the Apple Support Communities and posting your first question! We’re glad you’re here and can’t wait to hear more from you! :D

To navigate through your iPhone while VoiceOver is enabled you single tap on a area to select it and then double tap to enter that selection. In the case of your iPhone’s passcode, you would single tap on the first number of the passcode to select it and then double tap it to enter that selection. More information can be found in the VoiceOver section of the iOS 9 User Guide.

    VoiceOver - iPhone

Some feel that an easier way to disable this feature would be to use iTunes. These steps can be found in the attached article below.

    Accessibility Shortcut

    Managing Accessibility features using iTunes

    1. Connect your iPhone, iPad, or iPod touch to any computer with iTunes installed.
    2. In iTunes, select your device.
    3. From the Summary pane, click > Configure Universal Access in the Options section at the bottom.
    4. Select the feature you would like to use and click OK.

Use Accessibility features in iOS - Apple Support

I realize how frustrating navigating with VoiceOver enabled can be, but I want to assure you that we are here to help! Please reply and let us know if these steps worked for you or to provide more information about your situation. We look forward to your continued participation in the Apple Support Communities! :)

    Best!
