Apple rarely publicly comments but if you read through the thread, you would see that some people who have spoken to Apple Support reported that they have already acknowledged the issue and claim to be working on a fix already. That said, feedback is never a bad idea and people should report it.

Thank you for this information. What you can try is erase your contents and settings and settings up as new, after you create a backup of your phone. It has been reported that this works for some customers experiencing this issue! Also after setting up as new, you may try restoring from the backup. Give this a try!

They walked me through the process using iTunes on my computer.
After three hours of backup, erase everything on the phone, re-download IOS 9, and restore, that workaround DID NOT WORK!

i took backup of pics and contacts.
My music is already there on spotify.
A Restore to an old backup helped me in fixing this issue.
I am able to toggle cellular data switches now.

iOS is always there with bugs..let me tell you about another bug..
1. Dial call 1 and keep it on mute
2. Dial call 2 and once you switch back to call 1..
Boom...Mute button is not highlighted

Sep 25, 2015 3:18 PM in response to M@VER!CKby Myrah103,I restored my iPhone 6 from an i OS 8.4.1 backup made just before I updated to i OS 9 and now the cellular toggle switches work. I even shut down and restarted my phone several times just to see if the settings were saved and they were. I turned most of the switches to the on position except for the apps that I don't even use on wi-fi. I'll leave them that way for now until I know that the bug has been fixed. I had installed the 9.1 update earlier today and the phone went back to that after the restore was finished.

I finally found an Apple Support person who knew what they were doing and my data toggle switch problem after the IOS 9 update is resolved. My iPhone 6 is now working perfectly.
The workaround fix requires a complete wiping of the system and then a fresh IOS 9.01 download through WiFi - not through iTunes.
Once the download over WiFi IOS 9 process is completed, each App (which should have been previously backed up in iTunes) is downloaded individually from that program. Much work. But for me well worth it.

Spoke to Apple support who said their engineers are aware of the issue & will release a fix next week. I assume that is iOS 9.0.2. But given that this log has been around a couple of years, at least, keeping fingers crossed. I haven't tried any of the methods listed in various threads, yet.
