Actually, I did find a fix.
The problem is the 4s does not update to iOS 9 due to storage capabilities.
SIri now now requires the +1 and area code In order to access your contacts.
The fix is to go through all your phone contacts and add the +1 prefix and area codes.
Very Tedious, would be nice if Apple offered a solution.
