I wish I stayed with my HTC One instead. Once I'm able to go back to an android that is my plan. No more iPhones. They seem to be nothing but problems

After upgrading to iTunes 12.3, now it no longer syncs at all with my iPad!
That is, iTunes does not recognise there is an iOS 9 iPad Air 2 linked by cable to my Win 10 PC.
Prior to iTunes 12.3, just plugging the iPad into my PC autostarted iTunes which automatically began to sync with the iPad.
(Is there a setting I need to adjust?)
Amazing blooper, really, isn't it.

None of the above helped me, but did manage to fix it in the end. Turns out that the Apple Mobile Device USB Driver was uninstalled after updating my iTunes to 12.3
These detailed instructions via Apple had the fix for me: iPhone, iPad, or iPod not recognized in iTunes for Windows - Apple Support
These are the exact steps that I used and that worked for me:
Windows Vista, Windows 7, or Windows 8, Windows 10
- Right-click the Apple iPhone, Apple iPad, or Apple iPod entry in Device Manager and choose Update Driver from the shortcut menu.
- Click "Browse my computer for driver software".
- Click "Let me pick from a list of device drivers on my computer".
- Click the Have Disk button. (If the Have Disk option is not present, choose a device category such as Mobile Phone or Storage Device if listed, and click next. The Have Disk button should then appear.)
- In the "Install from Disk" dialog, click the Browse button.
- Use this window to navigate to the following folder:
C:\Program Files\Common Files\Apple\Mobile Device Support\Drivers. - Double-click the "usbaapl" file. (This file will be called "usbaapl64" if you have a 64-bit version of Windows. If you don't see "usbaapl64" here, or if there is no Drivers folder, look in C:\Program Files (x86)\Common Files\Apple\Mobile Device Support\Drivers. instead).
- Click OK in the "Install from Disk" dialog.
- Click Next and finish the driver-installation steps. Open iTunes to verify that the device is recognized properly.
BOOM. iTunes opened immediately after clicking next in the last step for me. I just had to trust the computer again on my iPhone.

I am just about to throw 20+ years of Apple out the window... so to speak... This company has lost it.

Just go to "Ablage" - > "Geräte" -> "Käufe von ... Übertragen"
(My MAC is set to sytem langage is German, so I guess the English will be "File" - "Device" - "Purchase transfere from ..." or similar)
May be this is useful

Sep 28, 2015 2:10 PM in response to sparta81by almuthanam,i have reported the same problem/bug like many others quite early in this thread, since then i have been in contact with apple support through phone and emails.
I Can confirm to you that this feature has been disabled by apple due to custom app files for different iOS devices so it would save storage...ect on iOS 9
i really hope you all rest now and stop waiting for a solutIon.

I have tried to transfer purchases too but for me it didn't change anything.
I also checked "apps" in iTunes preferences > Store > automatic downloads : no change either.
But I have been able to manage my apps normally in the iTunes apps section of my iPhone.
Today I set my new iPhone 6S, hoping apps would magically appear in it after restoring from my old 5S' iTunes backup... but no apps
So iTunes backup still doesn't include the apps.
But iTunes can still transfer the apps to the phone : I chose to update the apps also in iTunes, which took some time, synced and they got to the phone with their correct data, and of course my music library, sounds etc.
But I noticed apps I install on my iPhone after updating to iOS 9 / iTunes 12.3 are indeed copied to iTunes when I sync, only existing apps aren't updated any more. Why is that ? Doesn't make much sense. So OK maybe this was intentionally disabled by Apple to save space etc on our devices, but something is missing : restoring an iTunes backup to a new phone used to be really easy but is then becoming difficult if we can't have our good updated apps straight back with the rest.
