Q: Are you serious?  I have to use Terminal to get my if libraries converted?  What a horror show.

Open them in Photos, Terminal is not needed.

Or drag the iPhoto Library onto the Photos icon in the Dock.

Then you have a problem with File Permissions, fix that before trying to open them. Start by restarting your Mac.

Why didn't you give all of the information the first time around?  You're the first to report that so it's certainly not a common issue. Care to share the URL for that website?

Th problem is that you have a system problem not a Photos or iPhoto problem and it is unique to yru system - there have never been another report of that here that I ahve seen

You do not ever have to use Terminal unless you have a problem you need to fix like the Jack on your car - the way to solve a problem - it is not and never has been any part of a normal conversion - only when there are system problem

Where are these libraries located? If on an external drive what format is the EHD and how is it connected
