I understand that you are being asked to provide your login credentials repeatedly when accessing the App Store. I have a question that may help me answer this question a little better. When you log in are you being asked to verify any of your payment information? If this is not the case, I would sign out of the iTunes and App Stores. Once this is done, sign back in and test downloading an application.
Sign in with a different Apple ID on your iPhone, iPad, or iPod touch

I am having a similar problem but mine is that when I put in my details to sign in to the app store, all that happens is that it won't connect. i see the little circle of spinning black lines for ages. I wondered if you had any thoughts?
