On my first generation iPad Mini, which still has iOS 9.0, it is the same place. Do you have any restrictions turned on? If you have iOS 9.0, you can do a search from Settings, at the top of the list and type Handoff and see if you find any results.

Sep 28, 2015 1:44 PM in response to oldguyupnorthby ChrisJ4203,In looking at the information in this support document, System requirements for Continuity on iPhone, iPad, iPod touch, and Mac - Apple Support it seems to me that Handoff is not part of the iPad 2. I may be wrong, but:
Handoff and Instant Hotspot
Handoff and Instant Hotspot are supported by the following Mac models, and require OS X Yosemite:
- MacBook Air (Mid 2012 and later)
- MacBook Pro (Mid 2012 and later)
- MacBook (Retina, 12-inch, Early 2015)
- iMac (Late 2012 and later)
- Mac mini (Late 2012 and later)
- Mac Pro (Late 2013)
Handoff is supported by the following iOS devices and requires iOS 8. Instant Hotspot requires one of these iPhone or iPad devices with cellular connectivity and iOS 8.1. Instant Hotspot also requires Personal Hotspot service through your carrier.
- iPhone 5 or later
- iPad (4th generation), iPad Air, iPad Air 2
- iPad mini, iPad mini 2, iPad mini 3, iPad mini 4
- iPod touch (5th generation and later)
