From your question, it sounds like you are not able to enable Wi-Fi or Bluetooth on your iPhone after updating to iOS 9. The first step in troubleshooting I would suggest would be to reset your network settings and test again.
Check your network settings
- Reset your network settings. Tap Settings > General > Reset > Reset Network Settings. This will erase all current saved settings, including Wi-Fi passwords, preferred networks, and VPN settings.
