Activation requires sending of an international SMS. If you are
using an un-supported wireless provider or your account does
not allow international SMS, the activation will not occur.
How was the iPhone unlocked from its original US wireless carrier?

FaceTime and iMessage use SMS messaging to communicate with the activation servers in the UK. If you do not have a plan that allows international messaging, and are using an unsupported carrier (which you are... see this list: Wireless carrier support and features for iPhone in Latin America and the Caribbean - Apple Support ) it may not be able to activate properly.
You will have to work with your carrier to address the problem.
