Q: Mac not remembering programs assigned desktops or position

Essentially it is pretty simply stated in the title, if I assign google chrome to desktop 1 it may be opened on that desktop during the current session. However, If I log out it will switch to another desktop. I have chrome assigned to desktop 1, and have a few programs opened in full screen, however I logged out and back in, and currently I am working in Desktop 2 and after selecting options it is assigned to "this desktop". The computer is not remembering what the context of "this" is.

 

Is this specific to me, or something others have experienced? Does it have anything to do with moving desktops arround via mission control, even if they are not technically "Desktops" but open programs?
