Ps. For the workaround to work, when the phone is restored it has to be set as a new phone. -

im not willing to try all the restore/erase iPhone antics as i can't be arsed wasting MY time over Apples fault in their programming.

also.....the new update has made my wife's 4S extremely slow....and now i get an ear ache from her....ach!!!

Yes. The cellular data toggle is working after iOS 9.0.2 update.
But I have noticed another issue.
After 9.0.2 update or as matter of fact after iOS 9 update - any new app which I install, or delete an app and reinstall, it does not appear in Settings->Cellular data list. So these apps will always be toggled ON for cellular data and if I want to toggle it OFF, then I do not have the option.
Is anybody else facing this problem?

No cellular data toggle for any new installed app.

Sep 30, 2015 10:37 PM in response to PiE81by Alpha19,I have the same issue as well, however I did a force reset (home and power pushed and held together) and upon coming back it shows the app (in cellular data stettings) but it only shows it as a size. (18.3 mb) Looks like another glitch for Apple to iron out, but according to some apple techs that I have talked with it is healthy for your iPhone to power cycle every now and again.

Upgrade to the newest software update: 9.0.2 - it fixes the issue.
I know because I had this same problem and it fixed it.

Oct 1, 2015 12:00 PM in response to PiE81by emmlovely,This probkem doesn't occur for me, but every time I do install a new app (regardless of what iOS version I was on), this happens. What I do is turn off wifi, turn on data, and then open the new app. The app should pop up on the list if you back to cell data settings.
