It seems that still Windows cannot interpret any clicks on the Force Touch Trackpad while a key on the keyboard is being pressed. I called Apple about this and they said that Microsoft makes the Bootcamp drivers and so they could do nothing about this. Still hoping if anyone knows of a solution to this as it is very frustrating.

Microsoft does not make Apple Bootcamp drivers. In Device Manager, can you check which Apple drivers are installed under HID Devices?

Oct 3, 2015 5:35 AM in response to useruser321by Loner T,Simplest method is to scan for hardware changes and see if any new devices show up. Some of the functions documented in Using a Force Touch trackpad - Apple Support are not supported on the Windows side.

Oct 3, 2015 6:20 AM in response to useruser321by Loner T,Can you post a screen shot of the Device Manager? What new driver(s) do you see? 1 second lag is too slow. If you run SMC Reset, and change the OS X System Preferences -> Trackpad -> Tracking Speed, does it behave any better on the Windows side?

What are the devices under Bluetooth? As a test, turn off BT and WiFi and test.

Windows has a default setting to delay mouse presses after typing on the keyboard. It is located under Settings > Devices > Mouse and is near the bottom. If it is the setting issue, there will be a drop down box to set the delay amount, or shut it off completely.
