Oct 1, 2015 11:30 AM in response to ri_12345by ephemeral761,--if the pictures were originally synced from a computer to your phone, instead of taken directly from that device, those pictures wont get backed up. you will need to sync them back to your phone from the same computer they came from
--if you have multiple apple ID's, they may be located on another ID, I often times see people not realizing that they may have one ID in iCloud and another in App and iTunes Store. check settings>icloud> your apple ID email will appear below your name at the top of that page.
if theyre still on the old device
sign in to icloud
go to settings>photos & camera> enable icloud photo library
backup the one with the pictures -- settings>icloud>backup>start backup now
An iTunes backup includes nearly all of your device's data and settings. An iTunes backup doesn't include:
- Content from the iTunes and App Stores, or PDFs downloaded directly to iBooks (You can back up this content using Transfer Purchases in iTunes.)
- Content synced from iTunes, like imported MP3s or CDs, videos, books, and photos
- Photos already stored in the cloud, like My Photo Stream, and iCloud Photo Library
- Touch ID settings
- Apple Pay information and settings
- Activity, Health, and Keychain data (To back up this content, you'll need to use Encrypted Backup in iTunes.)

Oct 1, 2015 11:44 AM in response to ri_12345by ephemeral761,where did the pictures come from?
is icloud photo library on?
--your pictures may be inside of your backup at the current ios version that youre at (7.1.1). what you could try
1. backup phone to itunes so you dont lose any current information
2. on phone - settings>general>reset>erase all content and settings -- will erase phone to factory settings
3. at the end of the setup assistant, will be prompted to restore from several locations
--Select Restore from an icloud backup
-sign into icloud and be patient. depending on backup size, could take awhile for photos to slowly sync to your phone

Oct 1, 2015 11:46 AM in response to ri_12345by ephemeral761,you may still be able to get them back, check into some programs that can help 'undelete' or recover deleted files. ive had success with one called Active File Recovery.
they may be located in the DCIM folder on your device.
open file explorer > go to This PC > find your device listed
open your device, then go to the Internal Storage folder located inside, then you'll see a DCIM folder
