If you have an iPhone 6 Plus it won't work unless plugged in. It can work on a 6s Plus but needs to be enabled.
Not sure what you have since your post says 6s Plus and your device listing is a regular 6 Plus.
This article also clarifies that Siri only vibrates in iOS 9 unless you have headphones in.

I don't know why Apple didn't make this an optional feature but that's just how it goes. Sorry to be the bearer of bad news.
And your phone can do "Hey Siri," but it has to be plugged in. Another option I don't understand. Personally, I love that the phone doesn't ding anymore. I would crouch to pick something up at my job and Siri would go off in my pocket! "I'm sorry, I didn't quite get that..."

On the previous phones this requires an app to be running that uses processor time and would therefore reduce battery life.
