Sorry for the slow response.
When Photos started up, I had to purchase the larger iCloud package, as the system seems to require extra space to deal with the uploading of all my photos from all devices, BEFORE it can reduce them to the "one-version/no-duplicate" size. Maybe this was an early iCloud need? After about a week, iCloud had reduced the file size of my collection to a more moderate (and real) file size. After that I could reduce my iCloud requirement, but I found it very difficult to find the information on how to reduce the iCloud subscription, as I expected to find it in iTunes, or the App store.
I did eventually locate it in System Preferences, which is the last place I expected to do business with Apple.
