Upgrade your notes with iOS 9 and OS X El Capitan - Apple Support
includes. Note the bold aand italics that I added:
With Notes in iOS 9 and OS X El Capitan, you can turn a list into an interactive checklist with a single tap. Or easily add a photo, map, or URL to a note. You can even draw a sketch with your finger on your iPhone, iPad, and iPod touch. And thanks to iCloud, everything in your Notes are kept up to date across all your devices. So you can create a note on your Mac and check it on your iPhone when you’re on the go. To use the new Notes features, all you have to do is upgrade.

Notes (El Capitan): Notes overview
So although you cannot currently sketch in the Notes app itself (on a Mac), you could sketch in some other app and then include the resulting file in your Note.

Oct 3, 2015 1:54 PM in response to sbermanby jayv.,Just found that none of the new features work unless you have iCloud notes enabled. Run your own OS X server? Too bad, not working. Blegh...

Oct 4, 2015 8:17 AM in response to lllaassby survivorinspired,No sketching available on my Macbook?!?!? I'm disappointed. I was really looking forward to using that on my mac, not just on my iPhone... :-( I'm going to go back in my cave until the update of this is released or something.
Thank you for your help.
I have an apple Watch as well. I feel like what was advertised is not on there as well. Like Facebook messenger, or innate apps. so so sad.
