Oct 5, 2015 7:39 PM in response to anc77by Barney-15E,If by drag to another location you mean move it from line to line, or in-between text on a line, then that is still possible. However, you can't put it "anywhere" like a page layout program.
The cursor on mine seems to get stuck as an I-beam, but I can still drag the photo to another line in the text of the message.

Any idea why... or how to fix it short of re-installing El Cap?

Oct 6, 2015 8:20 AM in response to anc77by anc77,I've narrowed it down. Here is the situation. Maybe someone will try this for me to verify.
Start Apple Mail.
Create a New Message.
Put some lines of text in it double or triple spaced
Add a .jpg attachment from your hard drive.
Click it and drag it to another line.
Should work.
NEXT: go to any web page and do a Cmd, Ctl, Shift, 4 which will let you drag on the web page and select some stuff and save it as a graphic on the clipboard.
Go back to the email and do a 'paste' and the graphic will show up in the new message.
Try to select it and drag it up a line or down a line?
Won't work.
And get this, Mail is 'hosed' in that no graphic can be selected and moved on any new messages UNTIL you re-start mail.
In other words, grabbing a pix and pasting it in a new message, corrupts something in mail that does not let you select and move graphics again.
Maybe some kind soul will verify this for me and if it is replicated I'll pop in a bug ticket.

Sep 8, 2016 12:40 AM in response to anc77by lmsteen,I had a similar issue in that I simply was trying to select an image in my e-mail to make it a hyperlink. However, I couldn't select it. Here's my simple workaround. I right-click on the image, selecting "View as Icon," select the image-turned-icon, select "Add Link" from the drop-down of the Edit menu, enter the URL in the box which appears, right-click on the icon and select "View in Place" to make the icon an image again... and voila, the image is now a working hyperlink after it's sent.

Open mail app & click on new message or command + N , drag and drop the image even it is highlighted in compose window .
