Q: iMessage sending even with wi-fi AND cellular data off?

I turned both wi-fi and cellular data off, then sent a test message to myself. It was sent in blue and I received it within seconds. How is that a free iMessage if wi-fi was off. Also, I do not have the option to send as an SMS enabled...

Should I be worried that I'm being charged even when the messages go out in blue?

iPhone 5c, iOS 9.0.2

Try to do it with the phone in airplane mode
And no you are not charged for texts when you send an iMessage

Blue is free. Green is paid (think green as in money).
