This issue has been raised a few times in the past couple of days.
I posted a question below (see ... Updated iOS 9.00 on iPad 2/iPhone 5 and iTunes to 12.3 .. devices now not recognised.).
The simple solution shown seems to be working for a few of us.

All other functions seem to work ok, but once downloaded, the update will not install. Has anyone else had this problem? Is iTunes compatible with windows 10?

If the problem persists, choose tools>download only and try installing manually. I have tried installing manually and that does not work either. Something about privileges.

Apple TVOthers with that error message have found that repairing or removing Apple Software Update allows a subsequent update to go through. If that doesn't work try the steps in the second box of Troubleshooting issues with iTunes for Windows updates and use the accompanying notes.
