Q: Where is my cloud photo library

iI am using an iPad Air.  in settings <iCloud, all buttons are on.      I can tell my photos are minimized for optimum storage .  ate the photos in My Photos, my  photo library"?

I Can not find my photo library ther than the photos in My Photos, which does not say "photo library".  

I got no where with three technicians  at Apple Support.....

WHere are are my photos that are in the cloud?   I want to delete unnecessary duplicates, etc.....
