Oct 9, 2015 10:01 AM in response to hbwyattby Phil0124,What happens then when you try to download?
In the Mac App Store, the Download button should change to "Downloading..." and you should get a progress bar under Purchases.
You need to tell us exactly what is happening.

Oct 9, 2015 10:22 AM in response to Phil0124by hbwyatt,So when I pull up Apps and the icons pop up all of them have either a $ amount or GET. The El Cap icon had DOWNLOAD. When I click on it the pinwheel turns for a few seconds and then disappears. It never say anything about downloading like it normally does. It doesn't do anything.

Open it again, and try again.

Oct 9, 2015 10:41 AM in response to Phil0124by hbwyatt,Thanks for all of your suggestions. The App store wasn't jammed. I can open and close it as needed. It just doesn't seem to want to download OR provide an explanation as to why it won't. Maybe it's just not in the cards today. LOL

If you go to System Preferences>Parental Controls are any Restrictions set for purchasing from the Mac App Store for your user name?
