I guess it is nonsense to make payment method mandatory to change country; it is ok if i buy something; but for free apps, it makes no sense.

Q: Why do we need to add a payment method before changing country?
Asking for payment details is a way of checking that you have a valid billing address in that country, that applies whether items are paid or free. You should be able to remove them after entering them.
