Did you delete the iPhoto application from the Applications folder or the iPhoto Library from your Pictures folder?
Jus to be sure, you have checked the Trash in the Dock, yes?
- If the application is just missing from the Dock, drag it back from the Applications folder to the Dock.
- If the Application is missing from Applications, try to download again from the App Store. You need to open the fourth tab - Purchases. If iPhoto is sowing with "Install" to the right try that. It does not work for all, however.
- If the iPhoto Library is missing, restore it from your most recent backup, also if you cannot download iPhoto again. Apple stopped selling iPhoto, so you may be out of luck.

Apple stopped selling iPhoto. You can only download again, if you already own it.
Sometimes an application is just hidden at the App Store from your Purchase history, try: Hide and unhide purchases in the Mac App Store - Apple Support
Or check, if it is associated with a different AppleID. If you have other Apple IDs, sign into the Store menu with a different ID.
But if iPhoto does not show at all for you in the Purchases history, because you never bought it from the papSTore or updated to an Appstore only version, you cannot reinstall from the store. You need to restore from a backup, or copy it from a different MAc. Perhaps a family member has it installed?
But even, if you cannot get iPhoto back, your Photos are not lost. You can open your iPhoto Library with the new Photos.app. Drag the iPhoto Library onto the Photos icon in the Dock. Photos will upgrade your library to the new format and you can browse the library and work with the library in Photos.
