Yes - you can use a passcode instead of Touch ID.

To turn off Touch ID for Apple Pay on your iPhone, go to: Settings > Touch ID & Passcode > under "Use Touch ID For", deselect Apple Pay.

we tried the new 6s yesterday - couldn't get the option to come up to enter passcode. Touch ID was never set up on the phone. I was able to use my 6+ with passcode but someone with me using the new 6s was not. I called Apple & they said it must be a hardware issue with the phone & are sending out a new one - hard to believe this is a hardware issue.
