in the iPad General settings, I performed a Reset Network Settings and then in Handoff & Suggested Apps, I turned off Handoff.
Perhaps this won't be a problem when Yosemite is released?
Try the above anyway!

Oct 15, 2014 5:27 AM in response to Rick Bavby tomassvitorka,Same issue here. So annoying. It is working fine on my computers and iPad but iPhone 6 just doesn't sync. Cannot figure out why. I AM NOT SUPPOSED TO!
I have tried network reset, hard reset, iCloud sync off and on. Nothing. Even deleting numbers and installing agin. Problem remains.
It was working fine untol recently.

This is still a problem but I found another way of resolving it (on iOS 9.0.2 with the latest Numbers updates). If you use the small + next to the share icon to open a document (rather than doing Create Spreadsheet), you can access your iCloud Drive documents. Choose the document that's not syncing. That will force the app to get the document from the iCloud Drive and will download the document instead of just leaving it stuck with that down arrow in the top right corner. Obviously this only works for doing documents one by one, and it'd be really nice if Apple would fix this stuck download issue that's been going for years, but it does save you from having to reset network settings and so on.
