Oct 13, 2015 6:14 AM in response to Agaleleiby Hollyb1431,TThis is what I had to do. Sounds silly, but it worked. I had this same problem on 3 iPhone 4s's.
1. Make sure your phone isn't on lock screen.
2. Use a hair dryer and blow it on the phone until temperature warning pops up. (Make sure screen doesn't lock.)
3. Turn iPhone off using power button on top of iPhone.
4 Set iPhone in refrigerator until it is cooled off.
5. After it is cool, turn iPhone on. you should now see the option to turn wifi on.
Use this advice at your own risk. I never have damaged my phones using this tip, but I can't guarantee anything won't happen.
I Never had any luck using Apple's suggested fixes, but this worked for me.
