I understand that your brother doesn't want to pay for Apple Music but is part of Family Sharing. If you don't want him to use Apple Music, then the option would be to remove him from Family Sharing. Who ever is the family organizer is, they can remove anyone as long as they are over 13 years old. Take a look at the article below to walk you through removing someone from Family Sharing. The article will also detail what happens to the person when they leave Family Sharing.
